Crosswinds - Offers large diskspace for your webpage accounts for free, as well as free email, both POP3 and web based and does not place banners on members' pages. Crosswinds also offers commercial hosting for free. Slow most of the time.

CyberCities - No ads. Offers 1 free web page and 1 free email address, which allows upto 25 megs of email storage.
